State, tribal, and local government have many mature, effective geospatial initiatives. Without engaging and incorporating the work done at these levels, the geospatial plaform will likely miss out on significant opportunities for cost savings and collaborative-based, multiplicative benefits across the enterprise of American government.
The geospatial platform should take advantage of this capability where possible and invest in:
- inventorying capability
- setting achievable, simple data and service standards
- incentivizing participation with funding directly linked to performance
- work with Governor's to identify a single eligible entity to direct state-level projects that support the geospatial platform
- focus ROI analysis on mid range time frames
