An outstanding model is the Digital Coast Partnership. This program is exemplary in its stakeholder participation and governance. It contracts with six national non-profit organizations (American Planning Association, Association of State Flood Plain Managers, Coastal States Organization, National Association of Counties, Nature Conservancy and NSGIC) to work on common concerns and to provide stakeholder input to guide its development. Small contracts allow the organizations to defer their costs for participating and increase their level of performance. In addition, NOAA assigns a staff member to each organization to assist them and ensure that contract deliverables are completed in a timely and rigorous manner. The program emphasizes and uses this input for strategic and business planning to determine real business needs and appropriate solutions.
