It is time for all levels of government to identify and adopt a common data model and transfer standard that can meet their needs. Government efforts are typically too slow to adapt to the rapid changes in the geospatial community. The private sector is much more adept and they have developed workable solutions (e.g. the Esri Community Basemap) that should be emulated in open standards by the Federal government with the cooperation of the private sector.

I agree that fully open standards are critical for this to be successful.
I agree, the private sector is a much better equipped decision maker when it comes to creating data models and workable solutions than the government. Any solution the government makes should be based upon what the public is actually using already in order to not waste time or valuable resources in accomplishing and implementing something new.
